    The council determines expansion priorities, manages disputes between residents, oversees population growth, establishes settlement laws, and decides how the community interacts with outside survivor groups.

    Without the Leadership Council, the settlement risks descending into disorder and factional conflict.

    The Security Division is tasked with protecting the settlement from both the dead and the living. They serve as the primary defensive force of the estate and are often the first responders during attacks, breaches, or emergencies.

    Security personnel maintain guard rotations, patrol perimeter fences, monitor nearby roads, train civilians in emergency procedures, and maintain the community armory.

    As human conflict becomes increasingly dangerous in the post-collapse world, Security often spends as much time preparing for hostile survivors as they do walker threats.

    The Infrastructure Division oversees all physical development and maintenance of the estate. While others focus on immediate survival, Infrastructure focuses on creating permanence.

    This division repairs damaged buildings, constructs new housing, expands defensive barriers, reinforces walls, manages generators, repairs plumbing systems, restores electrical systems where possible, and oversees future expansion projects.

    Their work turns temporary shelter into lasting civilization.

    The Agriculture Division exists to ensure long-term food security and reduce reliance on dangerous scavenging missions.

    This division manages crop fields, greenhouses, irrigation systems, orchards, seed preservation, livestock breeding, poultry care, and food preservation systems such as smoking, drying, and storage.

    As supply chains no longer exist, Agriculture represents the settlement’s future independence.

    The stronger this division becomes, the less often survivors need to risk their lives searching abandoned cities.

    The Logistics Division is responsible for tracking and distributing every resource the settlement possesses.

    Nothing enters or leaves the settlement without Logistics oversight.

    This division controls inventory management, ration distribution, fuel reserves, supply storage, vehicle allocation, scavenging supply preparation, and the organization of all incoming recovered resources.

    They determine who receives critical supplies during shortages and maintain accurate records of settlement stockpiles.

    In difficult times, Logistics can become one of the most politically powerful divisions within the community.

    The Medical Division protects the settlement from disease, injury, and biological collapse.

    In a world without functioning hospitals, even a minor infection can become fatal.

    Medical staff provide trauma care, surgery, wound treatment, quarantine procedures, disease prevention, childbirth support, long-term patient recovery, and training in basic emergency medicine for other divisions.

    They are also responsible for monitoring contamination risks and enforcing quarantine protocols for suspected infections.

    This division is among the most valued within the settlement.

    They track walker herd movement, monitor neighboring survivor groups, identify hostile threats, maintain maps of safe routes, listen for radio transmissions, investigate abandoned locations, and gather strategic information before dangerous operations begin.

    Rather than reacting to danger, Intelligence allows the settlement to predict danger before it arrives.

    Their work often determines whether a mission succeeds before it even begins.

    While other divisions protect the body of the settlement, Civic protects its culture, morale, and future.

    This division manages education for children, skill training for adults, community dispute mediation, mental health support, historical record keeping, social organization, preservation of books and knowledge, and maintaining traditions that remind survivors what civilization once was.

    Without Civic, survival becomes little more than prolonged suffering.

    The Trade & Diplomacy Division handles all external relations with survivor communities, negotiates trade agreements, establishes barter systems, secures safe travel corridors, arranges alliances, investigates unknown groups, and attempts peaceful conflict resolution when possible.

    The future of rebuilding civilization depends on cooperation between communities rather than isolation.

    This division becomes increasingly important as regional power structures begin forming.
