Order has survived in Steven's Point. Freedom has not.
Steven's Point is a fortified town controlled by a powerful militia. Behind its walls, thousands of survivors have found something increasingly rare in the world after the Fall: protection.
But protection comes at a price.
Curfews, rationing, checkpoints and armed patrols dominate everyday life. Movement is controlled, supplies are monitored and obedience is expected.
Not everyone agrees with the regime.

Steven's Point survives through rigid organisation. The militia controls security, food distribution, weapons, movement and many of the jobs required to keep the settlement functioning.
Checkpoints control important roads and entrances. Armed patrols move through the streets while guards watch from towers and rooftops.
Supplies are rationed. Work is expected. Those who challenge the authority of the militia risk punishment, disappearance or worse.
Steven's Point can provide walls, food, medical treatment and protection from the dead — but every survivor living inside those walls must decide how much freedom they are willing to surrender in exchange.
Districts of Steven's Point
The fortified settlement has been divided into distinct districts. Each serves a specific function within the militia-controlled town.
Isolation wards, medical triage and temporary accommodation for newcomers or suspected infected.
Guards remain constantly present and access is heavily restricted.
Barracks, militia facilities and training fields dominate this section of town.
Militia families, enforcers and recruits make up much of its population.
Once the city's downtown, Founders' Quarter has become the nerve centre of militia government.
Command centres, the armoury, administrative offices and converted civic buildings are located here.
A former suburban neighbourhood now occupied by families living under militia authority.
Fenced yards, community gardens and shelters for children can be found throughout the district.
Warehouses and former factories provide storage and industrial workspace.
Corpse disposal and cremation also take place here, making Ashyard one of the settlement's grimmest districts.
The settlement's main trading hub. Barter, controlled labour assignments and less official exchanges all take place here.
Militia oversight is constant, although trade is tolerated because the town depends upon it.
A crowded collection of tents and improvised shelters housing refugees and newer arrivals.
Disease, unrest and militia recruitment are constant concerns.
Surviving churches and community centres provide funerals, counselling and what the militia calls spiritual stability.
Quiet conversations sometimes take place here beyond the ears of the authorities.
The Militia
The militia is more than Steven's Point's military force. It is effectively its government.
Militia personnel control policy, security, patrols, checkpoints, weapons, rationing and many operations outside the walls.
Civilian Life
Most residents of Steven's Point hold no militia authority. Nevertheless, almost every civilian job operates beneath militia supervision.

Beneath the controlled routines of Steven's Point exists a hidden resistance.
Messages pass quietly through checkpoints. Food and medicine disappear from official stores. Information reaches people who were never meant to receive it.
Some resistance members operate openly as civilians. Others may wear militia uniforms.
Discovery can mean imprisonment, punishment or death.
Beyond the Walls
Steven's Point cannot survive entirely on what exists within its fortifications. Scavenger teams travel beyond the settlement in search of fuel, medicine, replacement parts and other supplies.
Every expedition outside the walls carries risk — from walkers, hostile survivors and the possibility that those sent outside may discover something the militia would prefer remained hidden.

• Civilians must choose whether to submit, collaborate or resist.
• A resistance member may be embedded within the militia.
• Someone disappears after speaking against the regime.
• A checkpoint guard secretly supplies information to the underground.
• Food disappears from militia stores and both sides blame the other.
